Blockwise Mixed Fixed-Length/Variable-Length Coding in JPEG2000.

Abstract
A still image subband codec based on mixed fixed-length coding
and variable-length coding is proposed.
The proposed system combines a trellis coded quantizer with
subsequent entropy encoder - which generates variable-length
code words - with a nonuniform scalar quantizer - producing
fixed-length code words - in order to make the resulting
bit stream robust to channel errors during
transmission.
After subband decomposition, the codec organizes the wavelet samples
blockwise, hereby exploiting local energy
variations.
Finally, the parameter specifying the ratio between fixed-length
coding and variable-length coding and its
influences are investigated.
The Verification Model 2.1 of the standardization project
JPEG2000 is used as a reference.
